The development of research activities at Defense University Centers (CUD) is already contemplated in Law 39/2007, of November 19th, on the Military Career, which gave rise to the CUD system, and also in Royal Decree 1723/2008, of October 24th, which creates said system. This R.D. grants the CUDs the nature of Public University Centers and, consequently, they must be governed, among other regulations, by Organic Law 2/2023, of March the 22nd, on the University System (LOSU).
All aspects related to research in the CUDs are included in Order DEF/375/2021, of April 20th, approving the general guidelines for the organization of research and knowledge transfer in the Defense University Centers. This Ministerial Order identifies research as an “essential function” of the CUDs, establishing the need to promote the research activity of the teaching staff by means of “their own research incentive program”, financed from their budgetary resources.
Based on the provisions of the aforementioned Order, the CUD-ENM has developed its own “Research Incentive Program” (RIP), which is currently structured into the following initiatives:
- Calls for projects:
- Research projects.
- Scientific infrastructure projects.
- Mobility grants:
- Grants for conference attendance.
- Grants for short stays in research centers.
- Research groups:
- Permanent call for the constitution of research groups.
In addition, a regulation has been published that establishes the Center’s strategic areas and priority lines of research, with the aim of directing research financed with its own resources towards the areas and lines of interest established by the Ministry of Defense, mainly through the Defense Technology and Innovation Strategy (DTIS).
On the other hand, as contemplated in the “Internal Regulations of the CUD-ENM”, research is a responsibility of the Center’s Management, which is exercised through the Center’s Deputy Director. This regulation also contemplates the existence of a “Research Commission” chaired by the Director of the Center and in which the Research Coordinator acts as Secretary. The composition and functions of this committee are defined in the “Internal Regulations of the Research Committee of the CUD-ENM” (link to the attached document).
